According to this publication from the EPA, if your home or child occupied facility was built proir to 1978 and renovations/repairs will NOT be performes by the owner, then those renovations/repairs MUST be peformed by a Certified Lead Renovator. Currently there aren't any "Opt-Out" provisions to this law. Exclusions to this law are: Emergency repairs, minor repair and maintenance (disturbing 6 sq ft or less indoors or less than 20 sq ft outdoors), lead based paints and stains are not present, and homeowner renovations and repairs. However, if pregnant women or children under 6 years old are in the home, the renovations/repairs must be completed by a Certified Lead Renovator. This law went into effect 1 October 2010.

According to the EPA an average of 35% of all housing built prior to 1978 have lead based paint or finishes in them. The older the home the greater the chance of lead. Serious health hazards and even death can result from lead exposure. There is enough lead in one square centimeter to poison 10 infants. Don't risk your life or the lives of others, get a Certified Lead Renovator!
